Kaleidoscope Mirror
A wedge of the picture is mirrored and rotated around a center into a symmetrical mandala. David Brewster invented the optical kaleidoscope in 1816; software versions create instant radial patterns.

Why it happens
The plane is divided into equal angular sectors around a center; one sector is sampled from the image and reflected into the others, so the whole picture is symmetrical.
